General comments on themes that permeate the proposed rules, especially with regard to pay determination and labor relations: Since the Administration believes the Federal personnel and compensation system should mirror and operate the same as the private sector; wishes to remove the protections enacted to compensate employees for restrictions placed on them in the name of the public good; and give management unfettered reign over pay and assignments; then in fairness, federal employees should be given the same collective bargaining rights private sector employees have. This includes the right to negotiate over pay, retention, grievance procedures, work assignments, the right to strike, and the right to have legally binding union contracts that cannot be voided by unilateral management action.
