I currently work in a DoD organization that has a demonstration project for pay for performance. There is no evidence to me that this approach is any more objective than the standard civil service approach. Pay for performance implies that the supervisor and the chain of command is at least remotely familiar with the work of the individual whose performance is being assessed. My immediate supervisor, a US Army officer, has not had the time to actually read any of the major products that I have produced in the more than two years that I have worked within my organization. In fact, I was the primary author of a more than 200 page document that was completed last summer, and no one in my entire chain of command actually read the document before it was approved and signed. I do not feel that my performance review reflected the work that I did or that my pay increase for this year was related in any way to the work that I performed. Though we were notified in prior years that we could challenge the performance ratings we received, no such notification or opportunity was provided by my organization this year. As far as I am concerned, pay for performance - at least in my organization - is a complete sham. Thank you for providing this opportunity for comments.
