Subpart C - Pay and Pay Administration, Performance Payout. My concern stems from our current Personnel Demonstration Project at the US Army Research Laboratory (ARL), PerDemo as we know it, where the Federal Register clearly states, as does this one, that your performance payout is composed of an increase to BASIC PAY, a bonus, or a combination of both. When I ask why my basic pay was not the correct amount as shown on my payout sheet, the response was "management at ARL ‘decided’ that the increase to BASIC PAY would be adjusted to allow for the locality increase FIRST and applied to the BASIC PAY AFTER the locality adjustment; that since this is still a ‘Pilot’ project, ARL is allowed to make MINOR changes." I think this is wrong, it is not what our current Federal Register says pertaining to the PerDemo pay-for-performance, and is not what this register is saying. Please make some kind of restrictions that would not allow an agency to change or make ‘minor’ modifications to a Federal Register, even if only in a ‘pilot’ stage; and certainly not without informing the workforce that it will effect. We received no notice of a change/modification. This affects our pay, everyday, as well as our retirement when the time comes.
