Comments:
This proposal will not strengthen the national security interest of the United States nor it's people. It will undermine all the civil service reforms made in the past. It will give Secretary Rumsfeld absolute power and control over hundreds of thousands of people and the security of our nation. This is not what our nation was founded on. I do not support this proposal.
