Comments:
On page 7552 of the Federal Register, you state DoD civilians must complement and support the military around the word in every time zone, every day. Do you imply with this statement that civilians will be deployed to combat zones, possibly against their wishes? Military personnel volunteer for their duty, civilians have not volunteered to do the same. I don't believe Congress's intent was to deploy civilians, however, this proposal implies such.
