Comments:
PL 108-136 excludes ten laboratories from the National Security Personnel System. This was and remains Congress's intent. Your overview implies that although the labs will be excluded from the human resource process, they will be forced to be included in the labor relations process. Wording in the public law implies that both the HR process and labor management process are part of NSPS, and therefore the 10 laboratories should be excluded (per Law and Congress's intent) from all aspects of this proposal, until at least 1 October 2008.
