Comments:
You state that DoD leadership will ensure that supervisors and employees understand the new system and can function effectively within it. Yet you fail to publish vital information - information that will be published (without the benefit of employees' representatives having a say) in issuances, directives, etc. If the Department truly wants to ensure we understand the new system, then publish all directives, issuances, policies, MROs, etc. now, and let our representatives do the job the Law intends them to do - negotiate conditions of employment.
