I see this as nothing more than an attempt to revert back to the "Good Old Boy" system that rewarded friends, cronies and bedwarmers. You can be the most productive employee ever and have the worst supervisor. I have worked for the federal government for 21 years and have seen individuals with little or no formal education move from GS 3's to GS12's/13's/14's because the had the right look or went to lunch with the supervisor every day or very good at bribery. And now you want the take away the only means of providing some sense of security and parity for the truly hard working an dedicated employees. If you want more effective employees, then do a better job of selecting and training supervisors! I'm glad don't have too much longer before I retire.
