Comments:
The present civil service pay system to my knowleged is not BROKEN. You want to have better working people in CS then pay us like Congress pays it's self. Also give us the same Health Bennies that Congress gets for it's self. Keeping active and retired employees colas below indrustry does not encourage young people to join. Raining in the union involvement for poor work performance IS the best ideal I see from your new NSPS system.
