A comment on the overall Rule document: There is nothing fair about this document. I fail to see how national security will be improved as a result of implementing these blatantly biased rules. 1) Please withdraw this document. 2) Choose different people than the ones that wrote this travesty to meet in a fair and open forum. 3) Write a new document that is complete, fair and legal. 4) Allow us to comment on the new Rule. Thank you.
