Comments:
These changes are an attack on the work force, worker rights, and benefits. It complements the onerous move towards privatization of the Federal workforce. It will play workers against each other, and will set up an unfair and arbitrary system of hiring, promoting and compensating employees. The new powers that managers will have will quickly be abused. Many of the best employees will leave instead of submitting to these changes, leaving a behind a less capable workforce of those unable to find more secure and more fair employment elsewhere. It will not save money, nor will privatization. It will just put the money into different pockets.
