The good old boy system is alive and well in the supervisor ranks, no amount of training by other good old boys is going to change the attitude of these self serving supervisors. They replace themselves with people of the same attitude as they have. Now you want to give them more power over employee pay raises? Even though you don't believe there are good honest employees in DOD, there are many of them. They are just being suppressed by the low quality supervision in most work units. You will not weed out the low performing leaders by giving them more authority over the employees pay, you will entrench them even tighter. Who you will weed out is employees who can see no future in DOD and chose to work elsewhere. Good job NSPS.
