Comments:

1.) Employee Bargaining Rights: I find the proposed system is susceptible to manipulation. An employee will not have an unbiased agent to appeal any proposed punishments (suspensions/downgrade) or performance rating. This will create an atmosphere of intimidation that will adversely hinder employee productivity and morale. 2.) The Premise for NSPS: I have not found any area in the proposals that justifies the weakening and elimination of civil service protections. There are no actions that add to the security of the American people or provides a safe working environment. 3.) I recommend that a true bargaining take place, not this creation that is flawed, unwieldly, costly and will harm the ability of the Federal Civil Service to provide the services Congress has mandated.
