I have concerns regarding the implementation of NSPS. It appears that the Managers will be making all decisions related to employee pay increases based on their performance. This sounds like a good idea but in reality doesn't work. All Managers have different scales for rating employees. This is very subjective and will create big problems for our many weak managers. Some of them will be too uncomfortable deciding the high performers from the mid to lower performers so they will just give everyone the same evaluation and evenly spread across the pay increases. This totally undermines the system by rewarding the low performers and penalizing the high performers. Employees will be competing with one another for pay increases - this does not promote a cooperative/team effort. If Managers do their jobs the current system works as far as performance ratings. The high performers should get awards and low performers should not. Everyone continues to get their COLAs, WIGI's, etc . Managers have the choice of withholding WIGI's but most are too afraid to do so - they just continue promoting low performers. Make Managers accountable! If people's jobs become deployable you will lose alot of good personnel who will not want to become part of the DOD team. It is a choice we all make - civilians are not military and shouldn't be treated as such. I don't diagree that some changes need to be made but this is too radical and not holding people accountable for their responsibilities.
