My main concern with this new system is the pay pool system. I fear that we may end up having a bunch of "yes men" that are only concerned with making the pay pool manager happy. Our main goal should be to always do what is best for the soldier, not what might make a pay pool manager happy. One person should not have that much power over other people's careers.
