The NSPS is simply unfair to all government employees. It'll degrade the rights of the non-supervisor employees by demanding what management dictates and unfair to management because pay bands will have to be split among each manager's employees. Some managers will have more or less employees than other managers. Higher priority projects would normally have a higher number of employees; thus, less compensation (i.e., banding advancement) per employee because of having to spread the amount of money allocated among more employees vs. less employees on lower priority projects. Federal Employees, as a whole, have been facing negative impacts (e.g., higher premium costs, outsourcing, A-76 competition, etc.) over the last 20 years.... this NSPS issues is just one more negative impact to the dwindling number of federal employees.
