I have been under the MRMC Lab Demo since its inception, and as far as I know, there have been no problems. I do however, have a problem with you incorporating our COLA into the pot under this new system. COLAs and raises for performance are entirely two separate issues. Just because an individual may or may not perform better than satisfactory, why should he/she be penalized by denying them of their cost of living increase.
