Comment on the whole document: Did you really intend to publish the notes from the first brainstorming session on NSPS? The Rule is not more than an outline. Suggestions: 1) Start over. 2) Fire the people that were mentioned in the Leadership paragraph on page 7554. 3) Admit you goofed, withdraw this document. 4) Write a new Proposed Rule that shows that you truly want to bring the DoD Personnel System into the current century. 5) Allow another comment period when a completely new document is written.
