Subpart C Pay, Sections 9901.301 to 9901.373 Although there is considerable favoritism exhibited in the federal workforce under the current pay system, at least it doesn't affect my paycheck. Under the new system, this same favoritism will result in a person or persons who may very well do less work, but, may receive an underserved pay raise. At the same time, another person who does their job and goes above and beyond but doesn't kiss up to the boss will not receive a raise.
