I feel this is truly not the way to address this issue. I have worked in the budget office for way to many years to think that the employee is going to come out a head in this program. Currently we know exactly what we will get and the Organizations can not keep us from getting our raises due to funding shortages. As soon as this program goes into effect that is exactly what will happen they will move money out of the civilian pay line into mission and the employee no matter how good a job they are doing will be screwed. I can not believe the union is going along with this it is not good for the employee. I am against this move and I am an employee that has received all Outstanding Rating my whole career but I do not see that this will matter if they don't have the funds in the Civilian Pay line to provide raises.
