Under the current system the supervisor already has the option to not allow step increases for workers who are not performing up to standard. The problem has always been that they don't do their job! But under the new system it appears to let them off the hook. They can further develop the good ol' boy network with senior endorsement. The pay band progression plan is fine on paper but just as with the QSI that can be nearly impossible due to funding or whatever reason management can come up with to disapprove an often much earned raise. So why should we believe that under a new system a different outcome will be achieved? I understand the current system can be cumbersome to deal with. However, a tweaking would seem more appropriate not a sledgehammer. I agree a little simpler approach to hiring new employees is needed as well as an easier way to identify and develop shortcomings in the workforce. But must it be an all or nothing approach as it currently appears. A compromise is in order. Thanks for listening.
