This is a fitting example of how the Bush administration has no regard for its loyal staff. Replacing existing personnel rules with the proposed revision is unethical and symptomatic of a benighted administration. The benefits to the government are unclear, while the immoral impact of this pending action already is. I was hired with one set of rules in place, which I was told were 'fixed,' only to find that our administration has lied to us (once again). I just received a Bronze Medal and yet this is how I'm 'rewarded' for my two decades of quality service (i.e. -through the proposed NSPS)? Shame on the perpetrators of this proposed action! I urge you to please consider and clarify how this might (or will not!) improve workings of the Federal government. To me, this proposal is unjustified.
