I write to express my concerns about the changes to work rules in the Department of Defense (DoD). The proposed regulation, known as the National Security Personnel System (NSPS) should be amended to read "the end of federal government workers" and the beginning for the future contractor workforce. This is exactly what Mr. Rumsfeld is trying to do. This is implying that government workers are being attacked by Congress and we the workers are at war. Do not misunderstand the issue; I do support our troops but we are not in the military. We are suppose to be a country of democracy but our freedom will be abolished if this proposal is enforced. You must know that we as government employees have worked for years to build a future (stable) and establish goals, meaning buying a house, raising a family and looking forward to sending our kid(s) to college. We all know that the infamous Mr. Rumsfeld's salary is much higher than most government employees and when he does retire he will receive his full salary and not a portion based on his last three high salary. The contractors can decide upon the salary they wish to pay an employee on that particular base and unlike the government it will be less than the employee is accustomed to. I have worked for DoD for 21 years and I am glad that I chose to go to college to obtain a degree. Hopefully, I can retire in the next three years. Government jobs are easily to obtain but once you are employed, you become stigmatized due to racism, pre-selection, old buddy-system and favoritism. With the new legislation it will make it even harder for a person to succeed as far as promotion/upward mobility due to the employee performance appraisal. At this rate management has full control of the system with no recourse for the employee. A manager may dislike you due to any reason and the worker can lose their job without any recourse or action to take. The government has hard workers and they are dedicated to getting the job done. The system should remain as is without changes. As the saying goes, "if it is not broken do not fix it." With this proposal being pushed by Mr. Rumsfeld there is a need for the federal workers to be concerned and I encourage all to submit comments to their Congressman.
