Power of Supervisors - It appears supervisors will directly control my pay and performance awards. This power could be abused by a supervisor if there is a conflict or bad relationship between them and the employee. This could have a severe impact on me if my supervisor does not like me. It would not only affect my current pay but my retirement as well. They could just say "no award for you and even lower your pay saying you were not performing as well as everyone else". It would work to another person's advantage if the boss really likes that person, who would be showered with awards and pay increases. Also the command could 'informally' instruct the supervisors to "adjust" pay due to financial constraints. They may say "no awards" and possibly downward adjust pay to balance the books no matter how well employees perform. I thought that was why our pay scales were established, to prevent this type of "preferential treatment" and possible abuse!
