I would like to comment on the Topic of Employee Evaluations,Ratings, Pay Raises,Promotions,RIF's,...... I feel there will be a great injustice to the Workforce if your NEW PROPOSALS are put in place. 1. Management is UNFAIR to certain (blackballed ) employess when it comes to the ratings ( IN FACT I'M ONE OF THEM ).....They retaliate for employees who SPEAK UP TO THEM ON ISSUES (ESPECIALLY WHEN THEY'RE WRONG). 2. Management isn't always knowledgeable of/with their sub-ordiantes job(s) to rate them accordingly ( MY MANAGEMENT DOESN'T KNOW WHAT CRITERION(S)TO RATE US ON) in fact, at one point last year they asked us to write down what we do because they just plainly didn't know. 3. People that was placed in Management here in our organization were "UNQUALIFIED" to be Managers they had no experience AT ALL!!!!!!.....One Director was all but forced to take his "DIRECTORS POSITION" ....which he didn't want at all......The promotions were all based on FAVORITISM. 4. The NEW SYSTEM you institute will only facilitate this kinda behavior from the UPPER MANAGEMENT ( FAVORITISM)....which will cause tension in the Organization amongst EMPLOYEES and MANAGEMENT......BELIEVE ME IT WILL !!!!!!!!!!!!!......DO NOT OVERLOOK THIS !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! 5. I feel that by implementing a New Policy on the RIF's and by not continuing with the CURRENT" practice of Reductions In Force being based on Seniority is WRONG. whereas the NEW POLICYwill be based on Performance Appraisals etc. I FEEL IT IS UNFAIR TO CHANGE THE WAY IT'S ALREADY BEING IMPLEMENTED..... I understand that you WANT and SHOULD HAVE a PRODUCTIVE WORKFORCE ....that's what we're hired and paid for to do a job as well as possible (given the proper resources,manpower,knowledge and skills). Again Management doesn't always give certain blackballed EMPLOYEES ALL THE MEANS NECESSARY TO SUCCEED......AGAIN I'M A VICTIN OF THAT!!!!!!!!.....PLEASE LOOK AGAIN AT THIS POLICY and GET RID OF IT !!!!!!!!!!!! 6. I feel a lot of the changes that's going to be implemented will only separate Management and Employee so far apart on issues...Management will abuse and violate more of the EMPLOYEES RIGHTS ( which again they have done to me.......I had not been rated for 2+ years when this NEW MANAGEMENT TEAM TOOK OVER HERE IN OUR ORGANIZATION) when i was FINALLY RATED for the FIRST TIME in approximately 3 years under this MANAGEMENT TEAM last year I received a very very very bad rating..... ALL OUT OF SPITE !!!!!!!....... I WILL PURSUE AN EEO SUIT AGAINST THE ORGANIZATION AND UNIT IF I FIND OUT ANY OF THAT DERROGATORY INFORMATION IS IN MY PERSONNEL (201) FILE.....Again I feel you need to Re-think the changes being PROPOSED CAREFULLY........
