Section: Hiring/Staffing With deference given to National Security and with management given unlimted power to hire and fire, this new personnel system is a recipe for disaster. 1. No one will want to work for an agency where their basic civil rights are taken from them. I see the best and brightest DOD civilian employees leaving DOD to work for for government agencies with less restrictive policies. 2. Without a strong union to be a management watchdog, I envision people being fired, and management using 'National Security' as the only justification. This document appears to be based more on ideology than National Security, in short, this is terrible.
