9901.101 this states the work force can be easily sized shaped and deployed to meet mission requirements. Does this mean I could be sent to a war zone even if I have no desire to go there? If so,how will DOD civilians be kept safe? 9901.212 I feel it would be a bad thing for NSPS to establish pay bands and pay raises based on performance and controlled by a supervisor.What is there to prevent a supervisor from rewarding his friends with pay raises? 9901.601 & 602 I feel NSPS will not correct the problems with the current civil svc system. It seems to me that NSPS is using the terroist attacks of 9/11 to replace the existing civil svc system instead of correcting the problems with the present system. 9901.607 with regards to retention in case of a RIF I have to strongly disagree.How could your performance rating of record count for more than your years of creditable civilian svc? If you have 30 to 35 years of civil svc and your supervisor rates you poorly, but the new employee that he socializes with and he gave a high performance rating to could be retained during a RIF and the old employee would be left go. This has to be wrong!! 9901.917 I strongly object to DOD trying to reduce or eliminate the collective barganing rights of the union.
