Comment on the whole document. DoD and OPM owe an apology to the family members of people that died on 9/11. To imply that another 9/11 will be less likely to occur if the DoD Secretary has dictatorial power over civilian employees is ludicrous. This Proposed Rule is also ludicrous, it is nothing more than a payroll reduction plan with an added twist...no grievance/appeals rights. Suggestion: withdraw this Proposed Rule and write a new, complete and fair one.
