After a thorough review I must say this document and program will be the downfall of the government civil service as the American public deserves. Why not think this out first, or is this a fast tract to eliminating the majority of civil service jobs. I thought after 30 years I had seen everything, but nothing compares to this fiasco known as the NSPS - where is the "Security" in this program, not with the civil service employee. Foreshame for thinking of such a program, just glad I can retire before this "Securityi" plan eliminates my job.
