What is the overarching goal of the NSPS system? Is the primary goal to save federal tax dollars? If so, the Federal government will not be able to compete for top talent with the private sector. Is the primary goal to increase the avilability of the civilian workforce in less than ideal situations (combat)? If so, the Federal government will need to compensate employees much better or it will not compete with the private sector for top talent. Is the primary goal to increase the hiring and firing power of supervisors? If so, focus on that area and leave the rest alone. One stated goal of the Federal government is to recruit and retain talented individuals. How can this goal be accomplished by decreasing the primary lure of federal employment: Job Security?
