I have been with the government for over 25 years and find this potential change to be exactly the opposite of what should be happening. The lowest ranks of government employees are the ones who need to be given some form of flexibility. What your porposal does is to provide the poor management staff more opportunities to make things worse for the workers. Management is the problem and NSPS will only worsen the everyday work of the 700,000 personnel in the government. Be careful what you ask for Mr. Rumsfeld you might get it. If you implement this plan as YOU want it instead of what is fair you will have succeded in getting rid of the people who do the REAL WORK in the government. You will then be forcing the next administration to find someone to do the work YOU couldn't get done because the good people all quit or retired and left your organization. It is best to not break a system that replaced the Patronage system we used to have with a new one called NSPS. Leave the General Schulde system alone and put more people in the Military. Civilians are not warriors like the military and to treat them like they are is not in the best interest of the country. You are headed for a system that has non workers looking around for someone to do the work but they will all be gone. Your wisdom is short sighted (only a far as the administration you are in) and it will not look into the future to see what the problems are, you will be retired and we will be left with a system that is not working.
