Subpart B: Classification In this subpart DOD will have the authority to establish a new pay system completely outside the GS and WG systems. No specifics are given. Instead, the system will be announced in an “implementing issuance” not published in the Federal Register for public comment. Its hard to comment on something that hasn’t been proposed yet. Suggestion: Withdraw this Proposed Rule and write a comprehensive Rule. Put the new Rule out for another 30 day public comment period.
