I have hesitated numerous times to comment on the upcoming system because I have felt it will be implemented regardless of personal opinion and I plan to make the best of it. Give me my orders and I'll march on... I can see the benefit of rewarding high performers and providing flexibility from the current rigid system. My only real fear or concern about the proposed system is that it will open the way for uncontrolled favoratism and cronism What checks and balances are there to safeguard against favoritism in the new system? How is it going to restore employee confidence in the Agency?
