I am writing to you because I have great concerns regarding the impact of implementing NSPS. It is my understanding that the with-in grade increase system will no longer be in effect. As a DOD employee-I have worked long and hard for this very special benefit. I am near maxing out my increases and I've earned this and would not like to see it taken away. There are many who feel the same way about this. They are given to us based on longevity of service-not because our supervisor says so. There is some serious rethinking and consideration needed before this NSPS system goes into effect. I suggest (if you must) implementing this NSPS system to new employee coming into civil service after a decided on date. Leave the old system as it is to veteran employees and others with some time in already. Just as was done when the CRS/FERS system was changed and created. I also understand that after the 2006 pay raise-we may or may not receive anymore and if so, it will be low. So, if the salary stays the same and we don't pleas our supervisors for a pay for performance incentive- what happens when the economy continues to inflate-over time, our hourly wages will become minimum wages in the near future. Lastly, I personally feel that this system(NSPS) has been or is being put into place like a real Dictatorship.
