Comments:
I do not not agree with the rush to establish this new system. Existing potential for abuses appear to be much too risky. More open negotiation is necessary, or we will wind up with a mess. This system has served us quite well for many years and to throw it out without all parties "buying in" to the process appears to be more governmental meddling and error in judgement.
