Myth vs Fact: Locality Pay --- I live in an area of the country where there is CHEAP labor. Other than Federal Civil Service most jobs in the area barely make minimum wage ($6.00 / hr). So pay based on "market conditions" looks to me like there will be no "locality pay" for the area I live and work in
