External Recruitment and Internal Placement - Does not provide any (new) flexibilities to the recruitment area. Too establish a new appointing authority you will still need to go through OPM and jump all their hoops, etc, etc, etc. even for Excepted appointments. Even for severe shortage/critical needs it will take forever to establish, so lets be honest this does not bring about flexible hiring. I know you are trying to protect Vets preference and merit system principles but have you taken a look at Air Forces "One" personnel center and how they don't meet the criteria currently. External candidates now have better chances of getting a job with their skill code system and how they announce.
