Comments:
I have served in the Army for 24 years and in Civil service for 23 years, and this system is the most agregious attack on my rights as an employee that I have ever seen. In the military, I had more rights than this system, you propose, will give me. Civil Service has ways of getting rid of poor performers, but most supervisors are too lazy or lack moral courage to use the system. Many times the poor performance is brought on by the poor leadership in the work group. Your solution doesn't address any of the above scenarios. The country will be ill served by this system and will foster descent and disharmony in the workforce.
