Myth vs Fact: "Under NSPS, there is no process for employees to challenge their performance rating" and the fact: "DoD is developing a process........." THAT is the crux of my comment here. The DEVELOPMENT should be done FIRST not after the fact!!! This is putting the cart before the horse! You don't buy a computer first and then DEVELOP what you're going to use it for..........
