9901.407 Monitoring performance and providing feedback. Needs to be mandatory documented feedback sessions. Employees get very little now and especially if you have military supervisors. The military departments will claim they already know how to do this, especially Air Force Officers who have very little command/leadership skills. In environments with few civilians and its all military leadership have them determine pay is more than frightening, they don't even like to give "performance awards", because they don't get them.
