I truly don't see how this new personnel system will benefit employees. All changes identified are for the sole benefit of the "Department" (of Defense) or the "Secretary" (of Defense). Will the taxpayer get a better, brighter civilian workforce? I doubt it. I think the taxpayer will end up with an even older, demoralized workforce that will "stick it out to retirement". The bright, young people that they are seeking to attract will still look to private industry for better pay and often better benefits. Also, if the personnel system can change at the whim of the current administration, what will be next? Retirement? Health Benefits? On a more personal note, I resent the reference to the tragedy of 9/11, citing it as the main reason for requiring reform in DOD. It makes it sound like as if the NSPS had been in place, this tragedy could have been prevented and by implication blames the DOD Civil Service work force. This is ludicrous and insulting.
