While pay banding offers flexibility for supervisors to recognize quality work and provide pay accordingly, insufficient controls are designed into the system to prevent arbitrary supervisory actions that result in favorite treatment for some employees. Additionally, insufficient controls exist to prevent reductions in pay for employees under the system when budgets get tight and supervisors merely want to cut costs.
