My concern at this point is: how will the perfomance ratings be 'graded'. ie will a 'bell curve' be used, with the top 10% of perfomers and the lowest 10% of performers and 80% in the middle? (a forced distribution) If so, what will the standards be and how will they be established? How often will the performance appraisals be conducted? Quarterly? Semi annually? Annually? In accordance with the performance appraisals, how will pay increased be decided and how often? Or in years where the budget is 'tighter' will there be pay increases or just a bonus while keeping the same rate of pay? How will employee retention issues be dealt with?
