I do not know about the rest of the world but since 1987(retired army) when I came back to DOD as a civilian, union representation has been a joke. They have used discrimination, less than productive work, and low quota's with regard to work accomplished to hang on to folks who believed the world owed them a living, and did not like being told to do something. Some of the employees who have served as union representatives have been much less than honorable and have abused the system to the max. I think all DOD organizations should be polled as to the need for union representation. How many civilian employees are in your organization? How many are dues paying members? Do you feel the union is concerned with whole or just certain groups or people?
