Comments:

1. Pay and Pay Administration subpart C: Verbage is used describing the committment "to the maximum extent possible" that the aggregate pay available under the current system will not be less under the new system. This legally means nothing and therefore provides no protection for employees. 2. Performance Pay Section 342: Performance pay will be based on a completely subjective judgement of a human being, and humans make mistakes, or worse introduce favortism into the process. You will not have a cohesive team atmosphere because everyone will be competing against each other for their shares. The comment that the new system awards top performers is irrelevant, because there is already a system in place to award top performers. There is no guarantee that even the best workers will receive a pay raise or that the pay offered will be fair or competitive. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. Furthermore, there will be no impartial appeal system to assure that everyone is treated fairly.
