I am currently a Department of the Air Force employee stationed on an Air Force Base. While reviewing the register, I found myself wondering how my annual performance affects pay as far as NOT meeting my supervisor’s guidelines. The register outlines how performance affects pay for meeting or exceeding, but what of marginal employees. What does an exceptional performer have to accomplish to be classified as exceptional? Does this require me to perform community service outside my work hours? Will the fact that I am working towards a Doctorates be enough to qualify as an exceptional performer? I work for a military supervisor, who is on a three year control tour. How will we maintain continuity between supervision? There seems to be much in the way of information, yet there still remain many unaddressed issues.
