General comment: I am greatly saddened to think that after 28 faithful years of service to my government I should be treated this way. If I wanted to be in the military where I could be deployed, I would have joined the military. I feel this is the governement's way of getting rid of the long-time faithful employees, hopefully earlier that they might have normally left to save DOD money. Remember, with us goes many years of experience and loyal commitment. The private sector found out that "downsizing" did not work; they lost their most educated and trained employees to save money...and it didn't work. A friend told me that this is the way the government in Panama was run and people fled that country to escape the oppression. Subpart D Performance Management - 9901.401 to 9901.409: DOD employees should be allowed to appeal a performance rating through an impartial, independent arbitration and grievance process, like the one already in place. Subpart F Workforce Shaping - 9901.6012 to 9901.611: Loyal DOD employees who have performed well for many years should be allowed to maintain the current layoff/RIF rules which are fair and equitable. Subpart C Pay, Sections 9901.301 to 9901-373: DOD employees should be allowed to continue receiving the same annual pay adjustment that other SG workers receive. To leave this up to a supervisor that may not be fair and impartial is rediculous, to say the least. Subpart G Adverse Actions - 9901-701 to 9901.810: The current standards set down by our judiciary should be allowed to remain in practice. It is unfair for a partial body to review terminations. Subpart I Labor-Management Relations - 9901.901 - 929. DOD employees should have the right to fair representation, collective bargaining rights, and grievance rights, that exist now through union representation. In summary: I will retire from Civil Service with great bitterness and sadness if this new version of Civil Service is implemented during my time. I, and many, many people I work with give all we have to our jobs, our country and our government; this is our reward. I don't want to work for a dictatorship. Please do keep Civil Service as it exists now.
