Although changing the current pay system to reflect a pay system similar to private industry sounds like a good idea, I don’t believe it will work effectively like private industry. As a 20-year veteran as a government employee in both the Naval Supply Systems Command and Naval Sea Systems Command, I have seen several versions of yearly performance ratings and the monetary rewards that go with. I have seen many employees awarded generously when employees working by their side have been awarded to a lesser degree or not at all. At least the current system rewards everyone to some degree, although not fair in my opinion, better than the NSPS system. The NSPS system would be subject to the “buddy system” or “good ole boy system”. Private industry is a profit-oriented business, which hires, rewards, and fires by skill level and performance to make a profit. Since the government is a not for profit business, this will lead to bad attitudes between the people performing the work and people posturing to please the boss, resulting in declining production and quality. There’s an old saying in the government that “25% of the people do 75% of the work” and I’m not so sure how far from reality that is. I am not against the idea of making people accountable for their pay, but I see areas of unqualified managers who don’t understand their job who will be awarding performance appraisals and attempting to fire employees do to lack of understanding the job and personal opinion rather than actual job experience and knowledge. In addition, I’ve been told that pay increases will be paid out of end of year excess funds under our current Mission Funding Program, (Department of Navy). As I see it, upper level management bonuses will come first, middle level, lower level, and the scraps, if any, will be left over for the working class. If NSPS pay banding goes into effect, the lure of stability and long term employment the government provides will be gone causing young intelligent hardworking people to look at private sector work rather than the government.
