Let me preface my comments by stating that I am a manager. I don't see any overview process that will be put in place to determine fairness in giving pay increases within a pay band. What would prevent a manger from making sure only his or friends get a significant increase every year while others in the work group get minimal amounts? I would feel better if someone was reviewing the number and amount given approved by supervisors and managers in addition to who was getting the increase. I welcome somone to review/audit what I give out - this should be totally transparent. I'm not advocating giving this info out to all employees (could be a severe blow to morale), but someone HAS to have the authority to mine the data to see the trends.
