This system may be noble in thought and theory, but practiced by the managerial hacks at this installations will have the net effect of destroying morale. In good and fair hands it may enhance performance, but those hands are few and far between. Civil service presently provides the means to both reward and punish employees, but most managers lack the diligence to do so. To those who manage by personality this will be a lethal weapon to kill the career of anyone who does not enjoy favor with them.
